Information Note on Obtaining COVID-19 Negative Certificates in Trinidad and Tobago for Passengers Leaving Trinidad and Tobago for China

To ensure the health and safety of international travelers and to reduce the risk of cross-border spread of the COVID-19 epidemic, passengers taking flights bound for China are required to present their negative COVID-19 nucleic acid tests certificates before boarding, according to the Announcement jointly published by Civil Aviation Administration of China, General Administration of Customs of China and Ministry of Foreign Affairs of China on 20 July 2020 (Attachment 1). For passengers leaving Trinidad and Tobago for China, information on obtaining COVID-19 negative certificates in Trinidad and Tobago is as follows:

I. Both Chinese and foreign passengers, who depart Trinidad and Tobago for China via a third country where such certificate is not required, do not need to obtain COVID-19 negative certificates.

II. Both Chinese and foreign passengers, who depart Trinidad and Tobago for China via a third country where such certificate is required (Attachment 2), must take the nucleic acid tests for COVID-19 in Trinidad and Tobago within three (3) days before boarding the final connecting flight to China if they are unable to take such tests during transiting. With negative test certificates, Chinese passengers are required to apply for a green HS COVID-19 Prevention Health Code, while foreign passengers are required to apply for a Health Declaration Form from the Chinese Embassy in Trinidad and Tobago. Airlines will check the Code or the Form before passengers board the flight to China at the transit airport.

Passengers flying from Trinidad and Tobago via a third country listed in Attachment 2 must make sure that they have obtained a Health Code or a Health Declaration Form prior to their departure from Trinidad and Tobago, and that the Code or the Form remains valid at the transit airport. If passengers fail to present a valid Code or Form, they will not be permitted to board the onward flight to China or even be stranded at the transit airport.

Requirements for taking COVID-19 nucleic acid tests and obtaining the negative report in Trinidad and Tobago are as follows:

(i) The Chinese Embassy in Trinidad and Tobago only accept negative certificates of nasal-swab or throat-swab nucleic acid tests. Test certificates can be in electronic form.

(ii) Test certificates must include passenger's full name, date of birth, testing (or issuing) date, test result and the name of the testing institution. The Chinese Embassy in Trinidad and Tobago does not accept test result notification by text messages or emails as test certificates. Passengers must make sure that they get a proper test certificate that meets the Embassy's requirements.

(iii) Tests must be done in Trinidad and Tobago within three (3) days before boarding the final connecting flight to China at institutions recognized by the Chinese Embassy (Attachment 3). Please directly contact institutions for information of appointment, fee and issuing time.

III. Ways to obtain a green HS Health Code or a Health Declaration Form

(i) Chinese nationals to obtain the green Health Code

Please refer to the relevant information in Chinese version of this information note on the website of the Embassy.

(ii) Foreign nationals to obtain the Health Declaration Form

Once foreign nationals have received their certificate of negative test result, they are required to email clean scanned copies of the bio-data page of their passport, the certificate of negative test result and completed Health Declaration Form (Attachment 4) to the designated email address of the Chinese Embassy in Trinidad and Tobago chinaembtt@gmail.com with a caption "Full Name+Health Declaration Form". The Embassy will reply an email containing a scanned copy of signed and stamped Health Declaration Form. Passengers must print out the signed and stamped Health Declaration Form and bring it for the inspection at the transit airport. Please make sure to complete transiting within the valid date of the Form, and to present the form to the airlines prior to boarding.

Ⅳ. Important Reminders

(1) It is strongly suggested that passengers intending to go to China read this information note very carefully and pay close attention to notices published by the Chinese Embassies or Consulates in transit countries. If passengers are unable to complete the nucleic acid test in time and obtain a negative test certificate, or fail to obtain a Health Code or a valid Health Declaration Form certified by Chinese Embassies or Consulates before boarding, they are temporarily not eligible to take the flight, and need to reschedule their itinerary.

(2) To avoid delay in the trip to China caused by the failure to obtain a Health Code or a Health Declaration Form in time, passengers shall contact the test institutions in advance to learn about the operation process and the time required for issuing test certificates. After obtaining such a certificate which meets the requirements, it shall be submitted to Chinese Embassies or Consulates for certifying as soon as possible.

(3) The Chinese Embassy in Trinidad and Tobago is only responsible for certifying the nucleic acid test certificates issued by recognized institutions in Trinidad and Tobago, and will issue Health Codes or Health Declaration Forms based on test results. If passengers take nucleic acid tests in other countries or regions on their way to China, they need to apply for Health Codes or Health Declaration Forms from the Chinese Embassies or Consulates in the country where the testing institutions are located.
