Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Anti-Body Blood Tests Results for Passengers Flying from Trinidad and Tobago to China

In order to reduce cross-border transmission of COVID-19, starting from 7 November 2020 (7 November 2020 inclusive), all Chinese and foreign passengers who are to fly from Trinidad and Tobago to China will be required to take nucleic acid and IgM anti-body tests and then apply for a green health code with the "HS" mark or a certified health declaration form before boarding the flight. The specific requirements are as follows:

I. Test Requirements

There are no direct flights between China and Trinidad and Tobago. Passengers going to China via connecting flights must take nucleic acid and IgM anti-body tests in Trinidad and Tobago within 48 hours before boarding their flight departing Trinidad and Tobago and then take both tests again in the transit country within 48 hours before boarding the last flight to China. Passengers must apply at the Chinese Embassies/Consulates in both Trinidad and Tobago and the transit country for green health codes with the "HS" mark or certified health declaration forms with certificates of negative results of both tests.

II. Recognized Institution(s) for IgM Anti-body Tests

Having confirmed with the Ministry of Health of Trinidad and Tobago, the Chinese Embassy in Trinidad and Tobago has designated the St. Augustine Medical Laboratory Ltd as the IgM antibody testing institution (see Attachment I for specific information). The Chinese Embassy in Trinidad and Tobago will maintain close communication with the Ministry of Health of Trinidad and Tobago to update the list of designated IgM antibody testing institutions in a timely manner.

For the information on nucleic acid testing requirements and designated nucleic acid testing institutions, please refer to the Information Note published by the Chinese Embassy on August 31, 2020.

III. Chinese Passengers Applying for Green Health Code with the "HS" Mark

Chinese passengers must upload to the WeChat Health Code app (See Attachment II) photos of their negative nucleic acid and IgM anti-body tests results, which will then be examined and verified by the Chinese embassy/consulates. Then they will get the green health code with the "HS" mark (See Attachment III). Chinese passengers must present the green code within its validity period to the airlines flying directly to China before boarding.

IV. Foreign Passengers Applying for Health Declaration Form (E-version)

Foreign passengers should log in to the website https://hrhk.cs.mfa.gov.cn/H5/ after obtaining negative certificates of both the nucleic acid test and the IgM antibody test, and fill in information, declare health status, and upload test certificates and other materials. After Chinese Embassies or Consulate in the country where the tests are done have examined all the information and materials, a Health Declaration Form (E-version) will be issued through the website. The Form will be displayed as a QR code with the "HDC" mark (See Attachment IV). Foreign passengers must present the electronic or printed QR code within its validity period for Airlines to check when boarding.

V. Reminder

i. Please read the requirements carefully and follow them accordingly. Failure to obtain the green health code with the "HS" mark or a certified health declaration form with the negative nucleic acid and IgM anti-body tests results means you do not qualify for boarding the flight to China and will have to change your itinerary.

ii. If you must go to China via connecting flights, please check the following information beforehand:

1) the starting time of the requirement for certificates of negative nucleic acid and IgM anti-body tests of the Chinese embassies/consulates in transit countries;

2) the testing institutions designated by the Chinese embassies/consulates in transit countries;

3) the entry regulations in transit countries;

4) other requirements regarding negative nucleic acid and IgM anti-body tests in transit countries.

If the airport in the transit country is not equipped with rapid test service, please apply for visa to enter the transit country and take tests.

It is understood that for the moment, there is no nucleic acid tests and IgM anti-body tests service available in transiting zone in major international airports in the United States, Canada, the United Kingdom, France, Germany and the Netherlands. Passengers need to enter the aforementioned countries to complete the second test.

iii. Please carefully choose your transit flight route to China. Failure to enter the transit country or meet the requirements regarding the tests, the green code or certified health declaration form could result in being stranded and heightened infection risks.

iv. The Chinese Embassy in Trinidad and Tobago once again reminds passengers flying to China to consider the risk of the epidemic and the cost of travels, and avoid traveling unless for essential purposes. After both tests are taken, reduce non-essential activities and take personal protection in order to alleviate infection risk as much as possible.

The Embassy of China in Trinidad and Tobago would like to remind passengers bound for China to declare their personal information truthfully and provide true and valid nucleic acid tests and IgM antibody test reports. If any passengers intentionally conceal their health conditions or forge test reports, they are subject to any consequences that may incur.
